Paramount Parks Satellite CityParamount Parks Satellite City was conceived as a new town to be constructed around a new Paramount Studios theme park and associated resort development. The site, chosen by the City government, is located between the regional airport and the Central Business District. The site is also located adjacent to the Airport Connector Freeway and the under construction Loop freeway, which will encircle the City of Wuhan. The site also features a 60-hectare lake that is intended as a major feature of the project. Siting the theme park and associated resort development was the most important aspect of the assignment. As part of this effort we worked with the Wuhan City government to realign the proposed light rail route from the east side of the Airport Connector Freeway through our site and to include a station for the future theme park. The alignment and station were located at the entrance of the Entertainment Zone and the future Town Center and retail zone. The second challenge was to develop a system of north-south and east west arterials that would serve the theme park and resort district without bisecting the district and would relate to the proposed development to the south and west. This road system created the framework for the other areas of the site. The third challenge was to site a proposed golf course to serve as an amenity for the resort development as well as the residential neighborhoods. After an exhaustive study of the alternates, it was decided to position the golf course on the south side of the existing lake. In this location, higher density housing on the north side of the lake would have southern views of the lake and golf course. The clubhouse and originating and ending hotels could be located between the resort district and residential zones. Two pockets of mid density housing located within the golf course have views of both the golf and the surrounding lake. Concept Plan enlargements were prepared for the Theme Park and Resort District, the Golf Community and the Town Center and retail zone. These plans explored differing building densities, Floor Area Ratios and open space configurations in order to achieve a unique “Garden City” concept compatible with and supportive to the Paramount Theme Park..
